School Cellphone Restrictions Prompt Disability Rights Concerns
As schools limit or ban the usage of cell phones and assistive technology, these policies can create challenges for students with disabilities who depend on such tools. Many students use tablets, smartphones, and smartwatches to communicate, manage schedules, take notes, and regulate their emotions. Bans on technology should not interfere with students’ access to these devices if they are part of a student’s Individualized Education Program (IEP). Furthermore, the social ramifications of these bans play an important role. If students with disabilities are allowed to use technology while others cannot, they may feel singled out, ashamed, or even face bullying. This may discourage them from using the devices they need for success. Under the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act, students have the right to access technology as part of their accommodations. Federal, state, and local governments must ensure that screen time limitation policies do not hinder students’ access to the curriculum, accommodations, or other needed aids.
